The redesigned and simplified Nautilus 3.6.1 has landed in official Ubuntu 13.04 repositories. You can read about all the major changes between Nautilus 3.5 to 3.6.1 from here.
I haven't tested it in Ubuntu 13.04 yet so I can't say if it supports global menu and HUD or not. But looking at the changelog, it seems these features are yet to arrive in Ubuntu 13.04.
